The no use of RMAP killed five people.

Five people are dead now;
Five people is not more with their relatives, because the World Aeronautical Authority didn`t apply the RMAP.
The evidence shows to us that the reason of the air crash that killed the wife of the Brazilian Ambassador is the no use of the RMAP in that airport.
How much people will die until the World Aeronautical Authority applies the RMAP?
